Bergen
Where the Church buys warmth and borrows money
Bergen loads the Fractured North's seal-oil, guarantees the Church's debt, and keeps bells the Bureau cannot improve. Its Prior files reports; its elders govern.

Clan Moot
The writ is still in a boat. The moot is in the room.
The Fractured North's local assemblies bind households by kinship, oath and winter necessity. They allocate oil, elect Watch Captains and decide which lamps remain lit. Strasbourg recognises no sovereign authority in them; its oil arrives by their leave.
