#On the Desk's Station
The Iberian Intelligence Desk is an office of the Bureau of Pilgrimage. It was born the way the Bureau's better offices are born: by inheritance, under warrant, with someone else's ink still wet on the furniture. Its documented origin is the Peregrine Jubilee of A.S. 193 (1903 CE), when the Peregrine Cartel was dissolved for selling the pilgrim roads of the Iberian coast back to the pilgrims who walked them. The disposition record names the Desk as the place where three of the Cartel's presented principals were absorbed. No charter has reached my table. I have seen no opening day and no founding sermon, and nobody has filed a ribbon. In the files the Desk is already complete and already receiving.
That is the whole difficulty, and the whole elegance. The Church condemned the Compact as a racket, which it was. Wardens seized its desks, scraped its signs and voided its policies, and the wing-stamps went into a furnace to become a chapel bell. Pilgrimage then kept the men who understood how the racket thought and the papers recording what the racket knew. The commercial body was extinguished by law. Its memory received a new office and a cleaner seal.
#On the Jubilee Transfer
The Peregrine Wardens carried out the seizures. They came at dawn, as Wardens prefer, with warrants, road axes and bells rung outside their appointed hours, and they entered the insurance offices before the clerks had finished heating their ink. Sorting followed. Paper went into crates. Men went to their dispositions.
Fourteen principals were presented. Five were immured. Two were transferred to War under escort and afterwards stopped appearing in every file I am permitted to open. Three were absorbed into Pilgrimage's new Iberian Intelligence Desk. Anyone who can subtract will count four more. Their fates belong to the redactor, and subtraction gives nobody a licence to dig them graves or arrange their escapes.
The three are anonymous in every record available to me. I do not know their names, their former standing inside the Compact, or which of them carried the ledgers in his head. Nothing establishes whether they founded the Desk, directed it or merely sat at it. The disposition says absorbed. It is a liquid verb. It records where a thing went and declines to say what shape it held afterwards.
The Desk received none of the Cartel's thirty-one recorded choirboy retainers. Records admits that the count may have missed boys hidden in lofts and sheds. Every boy it did count went to the Bureau of Bells, where a knife-hand can be retrained to a handbell with only modest theological adjustment. The three Bishops-Praetorial who sheltered the Compact were disciplined under sealed annexes. Everyone in Strasbourg knows their names, and every document pretends otherwise. The Desk took intelligence and three men. Bells took the boys. The annex took the bishops.
#On the Knowledge Acquired
The seizure yielded seven partial registers and two fire-damaged cipher-books. Seven partial registers do not make seven intact policy books, and two scorched cipher-books are not two read ones. I make no claim that anyone has broken the ciphers. I report only the soot.
The registers held pilgrim movement patterns, escort payments, blackmail notes, smuggling hints, debt schedules, suspicions of heresy, lovers' routes, false relic shipments, and payments to dock clerks. The local copy of every Cartel policy had already recorded premiums, route risks, family names, parish affiliations and declared valuables. A pilgrim bought safe conduct with a blue-corded slip and a peregrine wing in wax. In doing so he gave a private firm his parish, his kin, his purse and his intended week of travel. It was a census of the faithful, priced per head, compiled by men who expected to rob some of them.
Read with an office's patience, such papers tell an attentive clerk which columns move from Seville toward Santiago, in what season and in what numbers. From the escort payments he learns who will walk beside a stranger for silver, and so who will look away for it. The dock-clerk payments give him a list of men who have been bought, which is also a list of men who can be bought again. The smuggling hints mark coves that War had already found worth copying while the Cartel lived. The Bosporus smugglers who sneered at the Cartel's insurance crews as "paper pirates" have learned that the paper lasted longer than the pirates.
The suspicions of heresy deserve a colder eye. They are a criminal firm's suspicions, formed by men who knew exactly what an accusation was worth at a parish door. They have passed to a Bureau that knows the same thing.
The record says Pilgrimage acquired the network. It names the Desk as the destination of the three principals. It does not list which register, slip or cipher-book physically crossed into the Desk's custody, and I will not draw up the list for it.
#On Bureau Claims and Boundaries
Five Bureaus touched the carcass, and each touched a different limb.
Pilgrimage absorbed it. That is the documented line, and the Desk sits on it.
War held the older relationship. It took copies of Cartel route maps while the Compact lived and paid in silence, and after the Jubilee it took two principals into its own keeping. None of that makes War the Desk's master or the Desk War's clerk. A relationship with a predecessor gives no command over its heir. Anyone who wants to argue otherwise may bring a seal.
Records counted the seizure and still confesses that its count may be short. Bells holds the boys. Marseille is Pilgrimage's southern headquarters. The Cartel's dock exemptions once ran through intermediaries there, and Iberian traffic still passes its quays. None of this puts the Desk's table in Marseille or anywhere else I could name.
The Bureau that officially does not exist reviewed the seizure abstracts and sent back a blank page. I have repeated that anecdote before and will keep repeating it. It proves no agreement, no command arrangement and no theft. It proves that someone in an unmarked corridor read the abstracts and chose to answer in paper.
#On Regularised Methods
Pilgrimage denies adopting Cartel methods. It is careful in its choice of words, and the words have changed. A premium has become a risk-indexed route offering. Escort fees are now protective devotion surcharges, and what innkeepers sell is called voluntary waystation testimony. These are Pilgrimage's terms in Pilgrimage's notices. No document I have seen names the Desk as the hand that assesses the surcharge or receives the testimony. Its intake may run through Pilgrimage's wider machinery under a dozen headings. A Desk tariff schedule would be a fine thing to quote. None exists for me to quote.
The documented results are plainer. The Iberian roads are safer than they were under the Cartel, and they cost more to walk. Pilgrims complain, pay and arrive. Some of them thank the Bureau, which is the one return the Cartel never managed to collect.
A.S. 194 public notices: all intelligence networks of the dissolved Peregrine Cartel have been destroyed.
Corrected. The networks were transferred. Pilgrimage acquired them, and the Iberian Intelligence Desk received three of the men who had kept them. The notice used "destroyed" in its devotional sense, meaning that their former owners were no longer permitted to use them.
Nothing in the record shows the Desk staging ambushes, reviving a knife-choir or reopening a road-desk under a peregrine sign. The Compact needed fear to sell its policies. The Bureau already owns the permits, and fear arrives with every Jubilee whether anyone sells it or not. What the Desk inherited was knowledge of who travels and who pays. The Creator alone can say how such knowledge will be used. In this the Great Deceiver and the Bureau of Pilgrimage have long been jealous of each other.
#On the Limits of the Record
The third copy of every Cartel policy went inland by courier to a counting room that no Bureau inspector located while the Cartel lived. Seizure accounting still lists it as unresolved. If it survives, it holds the only complete version of what the Desk received in part.
The bishops are sealed. The two men sent to War are missing from every file open to me. The Desk's three absorbed principals have no names in the accessible record. Neither does anyone serving there now. I have found no address, no director, no staffing total and no account of anything the Desk has done since A.S. 193. Readers who want a history of its operations will have to wait until somebody declassifies one or makes one up. I have declined the second course for professional reasons, though the temptation was real.
