Dock Union of the Low Nets

A harbor can wait for cargo; a drafted family cannot

The Ropehand Compact protects Saffron Bastion's dockhands with slow strikes, smuggling routes and knots. Three strikes won no concessions; the Chapterhouse drafted their families. Mercy saves ammunition.

#On the Compact

"Quarantine is mercy." — Canon-Marshal Veyra Sable, A.S. 199, addressing the Dock Union after the third riot in eight days

At the Third Quay of Saffron Bastion, a convoy bound for the southern Line does not unload itself. Salt, rope, munitions and sanctioned lamp oil leave the hulls on the backs of men and women who sleep beneath the terraces, and every one of those backs answers in some degree to the Dock Union of the Low Nets. The harbor calls it the Ropehand Compact. In the documents I have been allowed to read, the Compact calls itself nothing, which shows a sound grasp of documents.

Its territory is the Low Nets and the ropewalks. The ropewalks are long covered runs where hemp is laid, twisted and tarred. The Low Nets is the undercity of dockhands, rope-makers and salvage divers who live behind the sea walls and above the tide culverts. The Compact's assets are muscle, routes and skiffs. In public it protects workers. In practice it also smuggles and intimidates. The harbor's own assessment lists "selective accidents" among the ways it gets bargaining weight, and I copy the phrase exactly because the harbor chose it carefully.

The Ledger has a column for a guild and a column for a gang. The Compact fits in both and the clerks resent it. The hands that stand between a rope-maker and a debt lien will, on another night, stand between a smuggled cask and the Sealhouse wax. On both nights it is the same organization, doing what it was formed to do.

No founding charter has reached the Bureau of Records. The Bureau has no founder's name, membership roll or hall on file. The Compact shows up in the harbor's papers as a body that is already there and already costing money. The Bureau of War would call that a garrison.

#On the Slow Strike

A cargo hold is emptied by a chain of hands. The slingman makes the load fast, the hookman swings it, the haulers walk it, the coil-keeper clears the line, and a tally-clerk waits at the end with his wax warming. Each one waits on the one before. If one link slows, the chain slows. If every link slows by half, the Third Quay Sealhouse, which must stamp every crate before it may climb inland, sits idle while its wax cools and its clerks start writing to Strasbourg.

That is the slow strike, and that is all it is. Berths are unloaded at half pace. Rope is coiled with deliberate imprecision, and a badly laid coil has to be cleared and laid again before it will run clean through a block. Every hand is present and every hand is working, slowly. The Compact holds no seal, commands no berth and has no gun. It turns up for its shift and works badly, with great discipline.

The genius of the method is its legal invisibility. There is no canon against sluggishness. The Church has condemned sloth since before the Sundering, and it has never put a speed into the condemnation. A magistrate who charges a hookman with "insufficient vigor" has to explain what sufficient vigor would have been, and the hookman can say his hands are salt-split, which they are.

Order inside the slowdown is kept by the Compact's enforcers, who govern the Low Nets with knots and silence. I record the phrase as the harbor uses it. I have no wish to learn its particulars at closer range.

The selective accidents remain unproved. No particular accident has been charged to the Compact in any file that has crossed my desk. In Saffron, that only tells you which files crossed my desk.

#On Passes, Writs and Families

"Storms have signatures." — Saffron proverb

Toleration is a mood of the Chapterhouse. It is no right of the Compact's. The Compact is protected exactly until the harbor finds a piece of paper heavier than its pace, and Saffron keeps two such papers in permanent supply.

The first is the quarantine hold of the Quarantine Prefecture under Prefect Halden Greaves. A hold suspends the holder's legal identity for as long as it lasts. A held person cannot trade, petition, own property, testify or leave. The Prefecture keeps their property "in trust" and may conscript their labor for sanitary purposes. A held dockhand is no longer on strike, because legally he is no longer anyone. He is cargo, and cargo does not file grievances.

The second is the storm exception, issued by the Insurance Courts under Writ-Lector Odrin Vale. Once a storm is declared, civil protections are suspended. The Union's negotiated protections go with them, Low Nets housing is reassessed as storm debris, and its residents are reclassified as emergency labor. Pre-signed exception templates were found in A.S. 199, dated days before the storms they named. The third riot in eight days was also in A.S. 199. The Bureau records both in the same year and declines to pin one to the other. So do I.

The Low Nets labor economy already ran on debt liens, confession penalties, storm duty and union quotas. A.S. 200 showed what happens when the Compact presses against all of these at once.

That year the Compact held three slow strikes and won no concessions. The Quay Chapterhouse did not answer by breaking the strikers. It answered with quarantine labor drafts that conscripted the strikers' families. The Chapterhouse decided the response, and the drafts ran on Prefectural paper, as quarantine drafts do. The file records the method and not the count, and I will not supply a number the file withholds.

The arithmetic needs no count. A man can be brave with his own lungs. Once his daughter has been drafted for sanitary labor, he becomes punctual.

The third strike ended the same way the first two did. The Chapterhouse never had to reach for the Insurance Courts, because the Prefecture's paper was enough.

#On the Nets and the Night Watch

"If the water says your name twice, you owe it a body." — Saffron superstition, recorded by the Bureau of Rites A.S. 187

The Compact's members go home to the spaces the terraces leave behind: under the upper districts, behind the sea walls, above culverts that flood at spring tide and drain at neap. The draining tide leaves a grey silt that residents scrape off their floors every morning. Bedding never dries. Hands crack from salt and from tarred hemp. The air smells of fish waste and rotting rope. A rope-maker's palms are a work record that no clerk has to stamp.

ERRATUM — A.S. 201, Bureau of Doctrine Coastal Registry, File 7-C-588: An earlier internal memorandum described the population of Low Nets as "approximately nine thousand souls in adequate housing." The Bureau of Records' census of A.S. 200 counted fourteen thousand three hundred occupants in structures the Bureau of Engineering classifies as "sub-habitable." The memorandum is withdrawn. Neither figure is a count of Compact membership, which the Bureau has never received.

After the chain-drop, the curfew chains go across the piers and the work changes. Lure-watch patrols walk the boards with waxed earplugs. Salt lines are laid every evening. Pier personnel speak only their registry numbers, because the things in the water off Saffron call out names, and the people who answer do not come back. Night labor under the walls goes on under these rules, and none of them belongs to the Compact.

None of the light belongs to it either. Lamp oil and the approved lantern patterns belong to the Lanternline Chandlers' Lodge. An unauthorized pattern is a capital offense, and unauthorized oil is grounds for quarantine. The Compact can slow a hook. It cannot change a lantern. After dark, every ropehand works at a pace the Lodge's pattern books allow.

The Brine Choir holds its services under the same piers and recruits from the same damp beds. A diver who hums the Choir's tide-hymns on a calm night and hauls for the Compact the next morning has divided loyalties. Whether that amounts to an alliance between the two bodies is a question for the Bureau of Doctrine, and no evidence has been produced. The Gilt-Knives work the wreck beaches as a separate cartel with their own claims and their own knives, and nobody in the Low Nets mistakes them for the Compact.

#On the Present Bargain

In A.S. 201 the Compact is restless. Its leadership is weighing whether a slow strike can be made fast. Its enforcers are weighing whether "fast" means something the leadership has not yet named. The Bureau does not know who the leaders are or how they vote, and so it watches the enforcers, who are easier to find.

Meanwhile the harbor waits for Canon-Inquisitor Silex Marrow, who is authorized to audit the Insurance Courts' pre-signed exceptions and examine the Lanternline pattern books. His arrival is expected. Nothing has been concluded yet. An audit of storm exceptions touches the very paper that dissolves the Compact's protections. An audit of the pattern books touches the light the Compact's members work under at night. The ropewalks have noticed both facts.

The protection the Compact offers is real, and it is small. It amounts to a pace, a grievance desk, a route for a skiff and a coil laid wrong on purpose. Against an ordinary employer that would be a weapon. Against a harbor that can suspend a man's legal existence, declare its own weather and draft his family, it works as a petition. The Creator made the tide, and the Quay Chapterhouse decides what to charge for it.

The harbor also has other sources of hands. The quarantine yards supply them. The waterline takes them away, by arrangements recorded under the bastion's proper heading. Whether the Compact has read that ledger, the Low Nets has not said.
