DOSSIER — PREFECT HALDEN GREAVES STATION: QUARANTINE PREFECTURE, SAFFRON BASTION JURISDICTION: QUARANTINE CAUSEWAY AND HOLDING YARDS SURVEY BASIS: BUREAU OF DOCTRINE COASTAL SURVEY, A.S. 201

Halden Greaves is the quarantine prefect of Saffron Bastion. Of all that port's officials, he is the first to whom an arriving pilgrim matters as a body rather than a fee. The Quay Chapterhouse wants your cargo. The Harbor Marshal wants your ship out of the channel. The Writ-Lector wants your misfortune, preferably in advance. Greaves wants your tongue.

He commands the Quarantine Prefecture, which the port calls the Saffron Flags. His territory is the Quarantine Causeway (Unregistered) and the holding yards behind it: stone and tarred timber, lye in the gutters, damp wool drying on every rail that will bear it. Within that territory he decides who is clean. Outside it, his decisions travel on paper.

Saffron has never trusted a single master, and the Synod has never offered it one. Canon-Marshal Veyra Sable holds the berths and the guns. Writ-Lector Odrin Vale holds the Insurance Courts and the disaster writs, the storm exceptions among them, and those are his alone. The Quay Chapterhouse holds the wax that seals every crate and manifest. Greaves holds the person. The four powers quarrel, collude and quarrel again as the tide requires.

The record I was shown says nothing of the man's origins. It gives no birthplace, no ordination, no physician's licence, no date of appointment and no predecessor. "Prefect" is a title of office and certifies nothing more. The Bureau does not invent a pedigree where the file is silent. It has other ways of filling a silence.

#On the Hold and the Dry-Pass

The procedure at the Causeway is liturgy with a checklist. Arrivals come down the pier in single file under the flags: four hundred on a slack day, two thousand in high season. A nurse rubs salt across each tongue and asks a confession question while the salt does its work, because brine-fever first announces itself as a taste the patient cannot account for. Then a clerk listens to the lungs. Those who pass receive a dry-pass, the clean release slip. Those who fail are saffroned.

Let it be entered plainly that the fever is real and the Prefecture fights it well. Brine-mist and bad fish carry it. It inflames the lungs by degrees until a man drowns in a dry bed. The Saffron fever logs are meticulous, and their mortality figures are envied from Marseille to Thessaloniki. Envy among coastal installations is the only peer review the Church recognizes. Whatever else Greaves is, his office keeps the coast from dying of its own air.

What that office does with the held belongs in another column of the ledger. A quarantine hold suspends its subject's legal identity for as long as it runs. The saffroned may not trade, petition, own, testify or leave. Their property passes into the Prefecture's keeping "in trust," and their labor may be conscripted "for sanitary purposes." In the booths of the yards, the fever log is also a sin ledger. Whatever a held pilgrim confesses between coughs is written up as a "cleaning note" and filed with the Bureau of Records under a classification that admits it to any later proceeding. A man may enter the yards with a cough and leave them with a deposition he does not remember giving.

The dry-pass works in the opposite direction. It circulates as currency in all nine districts, which tells you what Saffron thinks a clean bill of health is worth. It is a separate paper from the inspection stamp, which costs one salt-token at the Duesstairs. The token pays for the inspection. It has never bought the verdict. Forged passes trade in Low Nets at prices that climb with the fever season. The Prefecture's burn crews sweep the undercity for them, confiscate the paper and conscript the holder into quarantine labor. The counterfeit buys exactly the fate it was bought to avoid.

ERRATUM — Bureau of Doctrine Coastal Registry: One passage of the Saffron Bastion entry states that the Brine Fever Winter of A.S. 112, the catastrophe that produced the Quarantine Prefecture, "killed three thousand in six weeks." The Bureau has found no record to support that total or that duration. The supported account is that the Winter killed one in five. The Bureau regrets its precision. Precision was never the problem.

#On His Manner

"A city that smells of soap is either very clean or very afraid." — attributed to Prefect Halden Greaves; classified by the Bureau of Records as apocryphal

Greaves speaks softly. He does not raise his voice in the yards, and so far as I could discover he has never needed to. He hands out holds the way a well-fed bishop hands out blessings: palm down, unhurried, as though conferring something the recipient ought to be grateful for. Pilgrims have thanked him for detaining them. I have seen it.

I watched him hold a pilgrim convoy for nine days over a single cough. The cough was genuine. I will not pretend otherwise, and neither would the nurse who heard it. Under any sane protocol, one cough in a convoy is cause for a hold, and Greaves's protocols are sane. Nine days was his own number. No log I saw made the case for nine, and no clerk thought to ask. The convoy waited behind the Causeway in damp wool, unable to trade, petition or leave. Its goods were held in trust, and its confessions piled up in Records while one man's cough ran whatever course it ran.

The medicine supplies the cause. The Prefect supplies the duration. Saffron sets no standard term for a hold, and that absence is his instrument.

#On the Courts and the Low Nets

"Writs float better than bodies." — Saffron proverb

The Prefecture and the Insurance Courts disagree in public, and they mean it. Greaves wants stricter lockdowns. Vale wants looser rules, because a loose port has more incidents and incidents pay fees. Strict holds fill Greaves's yards, and loose rules fill Vale's docket. Each man is happy to profit from the other's preference whenever the ledger allows.

In A.S. 200 the Dock Union learned what a health office is for. The Ropehand Compact ran three slow strikes that year and won nothing. The Quay Chapterhouse answered with quarantine labor drafts that took the strikers' families. The order came from the Chapterhouse. The machinery belonged to the Prefecture: the draft, the hold, the suspended legal standing, and the yards where a rope-maker's wife and sons could be kept clean and useful while he reconsidered the pace of his work. I have found no draft signed in Greaves's hand, and I do not need one. The Chapterhouse did not fill his yards without his clerks.

Low Nets is where the yards find their labor. It is also where the port keeps the people it would rather not count: dockhands, rope-makers, salvage divers and quarantine draftees, with their families stacked above tide culverts that flood at spring tide. The Bureau of Records counted fourteen thousand three hundred of them in A.S. 200. An earlier memorandum had put the figure near nine thousand. The port has a use for every one of them and a filing category for those it loses.

The arrangement has already been disclosed in the Saffron entry, and the Bureau does not unsay what it has sealed. Approved lantern patterns draw the waterline entities to selected piers. Losses in Low Nets are filed as "marine incidents." The Courts issue exception writs, and the writs finance the Prefecture's operations. The Prefecture's holds supply the labor that replaces the lost. Greaves sits at the replacement end of that cycle, and no honest account of it can leave him out.

#On the Waterline

"If the water says your name twice, you owe it a body." — Saffron superstition

The dock-lures call from beneath the pier boards and know the names of those who walk overhead. The Bureau of Rites files them as waterline entities that answer to certain lights and sounds. The Brine Choir sings to them. Nobody has settled what they are, where they came from or what they intend, and I settle none of it here.

I asked Greaves what the lures want. He said: "Bodies." He said it softly, the way he says everything, and went back to his logs.

I record the answer as his. It comes from a man whose office sends bodies out to the port's labor and, under the arrangement above, receives the port's losses back from the sea's ledger as vacancies to fill. He did not say whether he meant the word as theology, as observation or as an invoice, and I did not press him.

Night discipline on the piers is a joint instrument of the Prefecture and Harbor Marshal Command. After the chain-drop, pier personnel give registry numbers in place of their full names. Salt lines are laid on the boards each evening, and the watch wears waxed earplugs. Only approved patterns may burn, and the pattern books belong to the Lanternline Chandlers' Lodge, not to Greaves. Speaking a full name on an open pier is punished with a quarantine hold. The Prefect's paper reaches even the man who says his own name after curfew.

#On His Present Standing

Greaves remains in office in A.S. 201. The flags fly, the Causeway takes in its pilgrims, and the yards stay as full as the Prefect alone decides.

Canon-Inquisitor Silex Marrow is authorized to examine two sets of documents. The first is the Insurance Courts' pre-signed exceptions, discovered in A.S. 199 and dated three to nine days before the storms they named. The second is the Lanternline pattern books. Neither is a Prefectural paper. Marrow is expected in Saffron by the Feast of the Sealed Harbour.

Writ-Lector Vale has not been removed. Canon-Marshal Sable has not been recalled. Prefect Greaves has not been questioned.
