Peace Brokers

The grey-corded liars who sell the cheapest form of mercy: delay

Peace Brokers are the oldest Femur-War Broker faction, heirs to Elder Noxa's temporal-separation method, selling quiet by keeping authenticated relic contradictions apart.

#On the Brokers Who Sell Quiet

The Peace Brokers are the oldest faction of the Femur-War Brokers, claiming descent from Elder Noxa and her settlement of the Triplicate Femur Incident. Their boast is restraint. Their trade is contradiction. Their advertised product is civic peace, wrapped in grey cord, sealed twice, and billed at a rate calculated to look modest beside the cost of a riot.

They call themselves mediators. The Bureau of Relics calls them nonexistent. The shrines call them when two authenticated saints threaten to meet in the same chapel aisle.

A Peace Broker does not ask whether the left femur of Saint Maurus of the Burnt Lantern is genuine in Rhineland Shrine A, Rhineland Shrine B, or Bastion-Brest. That question belongs to theologians, drunk pilgrims, and auditors trying to ruin everyone's afternoon. The Peace Broker asks when each femur must be displayed, under whose writ, before which crowd, with which witness list, and through what route the reliquary may travel without passing its own twin.

#On Noxa's Inheritance

The Peace Brokers preserve Noxa as a founder because founders are cheaper than charters and harder for the Bureau to confiscate. In their account, Noxa did not discover profit. She discovered mercy in schedule form. She saw three authenticated femurs burning through three provinces and arranged the calendars so that each truth could breathe without setting fire to the others.

This is the Peace Broker catechism: never multiply a contradiction beyond need; never bring two claims into the same auditory space; never let an Examiner learn that another Examiner has stamped the same bone unless the second Examiner is already dead, promoted, or too senior to embarrass safely.

Their apprentices learn the Noxa settlement as a devotional exercise. They copy the three-column calendar until their fingers ache. They recite the custody paths for each femur. They memorise the moment at Rheinscarp when a tariff-chapel weigher saw one bone weighed and three bones listed. Honesty, in this trade, is usually the first idiot to shout. The lesson is interval.

Popular gossip describes Peace Brokers as honest relic men.

Corrected. They are disciplined relic men. Honesty is a spiritual condition; discipline is an invoicing category.

#On the Work of Minimising Yield

Contradiction yield is the number of profitable, dangerous, legally assertable truths that can be extracted from a single relic dispute. The Profit Brokers treat yield as harvest. The Paper-Only faction treats it as proof that bone is theatrical furniture. Peace Brokers treat yield as blast radius.

A relic with three claims may produce three clients, nine transfer fees, twenty-seven bribe points, and a hundred small opportunities for clerks to become wealthy and widows to become inconvenient. A Peace Broker cuts the number down. He suppresses secondary fragment claims, discourages fresh provenance legends, buries rival devotional pamphlets, and pays minor witnesses to remember less beautifully. When forced to split a relic, he prefers a schedule split over a bone split. Time is cleaner than sawdust.

PEACE BROKER OPERATING MAXIMS Sell delay before division. Sell silence before certainty. Sell local truth before universal confession. If the bone sings, cancel the procession.

The work begins with the Contradiction Map, though Peace Brokers name it more gently: the Quiet Book, the Interval Folio, the sleeping register. It records who believes what, which chaplain's pride requires public recognition, which shrine can accept a substitute reliquary for one feast day, and which custodian will tolerate a sealed letter from Relics if the wax is old enough to flatter him. The Map is burned at the first sound of white-ring inspectors. The Broker's coat is cut for ash.

#On Their Friends in Relics

The Peace Brokers survive because senior custodians in the Bureau of Relics prefer hypocrisy to flames. This is no criticism. Hypocrisy is civilisation's linen: stained, necessary, and laundered by underpaid people no one thanks.

A Relics custodian cannot admit that a Broker is needed. Admission would create a file. A file would create a desk. A desk would create an office, and an office would require authority, budget, procedures, failures, and a seal. The safer method is older: a clerk leaves a tour schedule under a missal; a custodian complains loudly near the wrong tavern; an Examiner's route is delayed by fog that smells strongly of paid ferrymen; a Peace Broker appears with a neutral-grey cord and the expression of a man who has never been summoned in his life.

The relationship is built on deniable dependence. Relics provides warning: impending audit, Examiner tour, contested shrine inventory, ward-niche recalibration, sudden Purity curiosity. The Peace Broker provides absence: no riot, no duplicate procession, no simultaneous claims, no screaming pilgrim holding two saint labels and demanding metaphysics from a frightened priest.

The Bureau calls this corruption when discovered at lower grades and continuity when practised by senior men.

#On Their Quarrel with Profit

The quarrel between Peace Brokers and Profit Brokers is not moral in the pretty sense. Both lie. Both bribe. Both move holiness under false labels through locked streets at night. The quarrel is operational appetite.

A Profit Broker sees a saint with seventeen femurs and smells estate income. He will file secondary fragments, tertiary scrapings, devotional dust, contact cloth, crate-lining, nail rust, and splintered reliquary wood as parallel sanctities under separate local law. He will encourage rival feast days because feast days create urgency. He will whisper to two shrines that the third is preparing a claim. He will sell everyone a knife, then invoice them for bandages.

A Peace Broker sees the same saint and reaches for the calendar.

Violence between the factions is rare in public and common in storage rooms. Peace Brokers steal seal-heads from Profit men. Profit men plant duplicate certificates in Peace routes, hoping to make their rivals look incompetent. Paper-Only clerks sell corrections to both sides and then sneer, which is the privilege of men who touch no crates and bleed less often.

Bureau of Shadows Internal Assessment 77-R classed all relic mediation factions as equivalent informal actors.

Amended in practical use. Peace Brokers reduce incidents, Profit Brokers increase taxable chaos, and Paper-Only men increase the number of pages required to deny both statements.

#On Their Discipline and Decay

Peace Broker discipline is a narrow thing. Apprentices begin as Wax-Errands, carrying blank tags and learning which tavern doors accept three knocks and which accept none. Route Factors learn to smell fresh wax beneath old wax. Seal Minders learn when a bribe should be paid in coin, oil, meat, indulgence credit, or silence. A senior Contradiction Broker is known by his calm at the moment a client demands certainty.

Certainty is never sold. Procedural certainty is sold in its place.

Seal-sickness comes early among Peace Brokers because they check fewer lies more often. A Profit man juggles contradictions until failure feels like weather. A Peace man keeps one contradiction asleep for years and hears it breathe through every ledger. Provenance drift comes later. After ten feast cycles, a Broker may no longer know whether he preserved the first truth or merely the quietest one. Some retire to Records. Some enter Relics as minor custodians and spend their remaining days pretending not to recognise the handwriting on old compromise packets.

SIGNS OF PEACE BROKER FAILURE Two certificates in one office. Two processions on one road. A client asking doctrine in public. A relic singing before witnesses. An auditor smiling.

The faction's small mercy is refusal. They refuse jobs that require needless bone-saw work. They refuse clients who demand visible triumph over rival shrines. They refuse to move a relic already exhibiting hostile sound, warmth, or name-whisper unless a full quarantine fee is paid and everyone signs the waiver in ink dark enough for widows to read.

#On the Present Necessity

As of A.S. 201, the Peace Brokers remain tolerated through the grand Synodal mechanism of denying the need for them while arranging not to destroy them. Bureau of Shadows estimates for the whole trade run to two hundred to three hundred and forty brokers across Zones 1–5, with annual throughput between eleven hundred and sixteen hundred relic transfers. The Peace faction is smaller than it claims and larger than Relics admits.

Their greatest service is uglier than peace. They preserve the Bureau of Relics from the consequences of its own doctrine. The Edict of Authentication made every notarised femur true. The Peace Brokers make sure truth travels by appointment.

No chapel sermon will thank them. No Bureau circular will name them. No Relics custodian will admit that the ward stayed calm because a grey-corded liar moved a crate at second bell and paid a Queue-Marshal to misplace a lane. The Peace Brokers prefer this. Recognition attracts auditors. Auditors attract bells. Bells attract men with white rings.

The quiet invoice is the only monument they require.
