Quarantine Master

The stamp opens the door; the lungs keep their own counsel

The Quarantine Master controls passage through Mercy's ward doors: transfers, visitors, releases, and exemptions. A valid stamp permits movement; it promises nothing about the lungs.

#On the Station

"Shut the door on the sick, open it for the cured, and be sure which is which before the bell." — ward saying, of disputed attribution

Picture a vestibule. It has whitewashed stone, one bench, a bucket of disinfectant gone milky at the rim and a barred door. At a table by the door sits a person in a grey apron and white sleeve wraps, with a string-tied ledger, a stamp kit and a dish of wax. On the bench a family waits for a son whose cough has quieted since morning. Behind the door is the grey ward, where he has been held eleven days. The exemption slip on the table has gone soft with damp. If it is signed, the boy goes home, and so does whatever is still in his lungs. His sister on the bench may find out next week what the inside of the ward looks like.

That is the station of the Quarantine Master. It is an advanced specialism of the Bureau of Mercy, open to those Ward-Sisters and Ward-Brothers who last long enough to be trusted with the door. The ward ladle of promotion runs from rag-hand to intake attendant to full ward service, and from there to quarantine mastery or confession liaison work. A fortunate few go on to the edges of the Mercy Prefect's circle. The ward literature lists the Quarantine Master alongside the Black-Zone Specialist and the Confession Liaison, and gives the Master no rank over either. Any Master who claims otherwise in a Liaison's hearing should expect it written down.

The office keeps sickness in. It also keeps people out: out of care, out of the street, out of their own houses. Every exemption is a hole cut on purpose in a wall that was built to have none.

#On the Recorded Ward

People separated the sick long before anyone made a title of it. During the Great Retreat after the Sundering, containment meant a rope, a lamp and a frightened man with a cudgel who did not want to die of whatever lay behind him. The cudgel worked better than the institutional histories admit.

Mercy's own history puts its charter in A.S. 92. The decisive hardening came twenty years later. The Ledger Laws of A.S. 112, written after the Broth Riots, required every ladle, dose, wash and death to be entered against a bell-hour and an accountable hand. Once compassion became a countable thing, so did its absence. A closed door had to be signed. An opened one had to be signed twice.

The archive does not say when the keeper of the door became a Quarantine Master, with that name and that seat. The ward lore remembers the Quarantine Reforms that divided every ward into clean, grey and black, and it gives them no year. Neither will I. A Hieromnemon who dates what he cannot prove ends up in his own errata column.

#On Classification and Passage

The three classes are administrative before they are medical, and the Bureau of Medicine has never fully forgiven Mercy for that.

Clean holds the recoverable. Clean patients get full allotment, decent linen and the auditor's attention, since their survival is what the statistics are made of. Grey holds uncertainty: the cough that might be ordinary, the rash that might be a map, the fever whose sufferer talks in their sleep. Black holds the terminal, the contagious, the anomalous, the politically inconvenient and those beyond allotment. That is five conditions under one colour. A black tag records where a body has been put. It does not say what is wrong with that body, and it does not promise death. Some come back out of black. It is a small number, and the Bureau keeps careful track of it.

Bedside work belongs to the ward-hands. An intake attendant tags. A Ward-Sister washes, feeds, watches, writes. A Ward-Brother smells the wound at the ninth bell and marks whether it has changed. Reassessment comes at the bell-hours, when grey cots are walked and the ledger is reconciled with what is in them.

The Quarantine Master's part comes at the edges, wherever a body is meant to cross a line. The station uses quarantine passes, recovery slips and special allowances. It decides whether a grey patient goes to clean, whether a black patient moves to another house, whether a visitor gets into a sealed corridor, and whether a family may take its dead home or must hand them to the ossuary route. Several of these permissions need a countersignature. Practice differs from house to house on whose. Wax, a stamp, a ledger entry and a tag on the wrist: then the door opens, or it stays shut.

QUARANTINE VESTIBULE — PASSAGE SEQUENCE: Assessment noted → Class confirmed → Permission entered → Countersign obtained → Tag altered → Door. Passage without entry is breach. Entry without passage is waste. Both are audited.

Ward primers once taught that "a patient cleared by quarantine authority is a patient recovered."

Corrected: a clearance certifies permission to move. It certifies nothing about the lungs. The Bureau regrets that this needed saying in writing.

The price of getting it wrong falls both ways. A pass signed too early lets fever into a lodging-house, a barracks or a schoolroom. A pass held too long keeps a recovering child on grey rations beside a dying stranger. That is how a curable patient becomes a black-zone entry. Rules held rigidly have killed as many people as bribes have. The bribes simply leave tidier paperwork.

#On Competing Authorities

Marrowgate, the inland medical port with no sea, shows the office at its most crowded. The outer cordon is a belt of quarantine fencing and lime trenches crossed only at inspection gates. Inside it, whitewash lines mark the clean streets. Stepping over one without papers is a crime, and the provosts sometimes shoot for it.

Three powers pull at that door. The Sanitation Chapter draws the cordons, posts its cleansing edicts and wants total quarantine authority. The Civic Triage Tribunal rules on allocation and claims legal primacy over who gets a bed and when. The surgeon-notaries, the Sealhands, decide medical legality. Without their ring, a cut is assault and a cure is an anecdote. A Quarantine Master in Marrowgate replaces none of them. The Master works between them, takes papers from all three and is blamed by each for the others' failures. The Health Clearance Certificate, which the streets call clean paper, and the Quarantine Release Writ pass across Marrowgate tables every hour. Whose seal makes them good depends on which faction won that quarter's argument.

The same title turns up in another ladder. Among the Dead-Goods Tariffers, Quarantine Master is an elite station above the tariff desk. Its holder deals with contaminated remains, corpse holds, transport clearance and the quarantine pits. Tariffers name the Quarantine Master among the three officials who can ruin a career with one signature. The sources do not say whether the Mercy station and the mortuary station are one corps, share appointments or are two offices with the same name. I record that the two ladders meet at the ossuary gate and leave their genealogy alone.

#On Exemptions

The parent ward literature puts the scandal plainly: a Quarantine Master "grants exemptions to the beautiful, the connected, the bribing, the useful." This is a known route to corruption. It does not prove that every Master is corrupt. Each kind of exemption shows itself by its consequences.

The humane exception is a mother allowed one hour behind the grey screen. It is a child cleared a day early because the cough is gone and the cot is needed for a trench boy whose cough is not. It is a dying man moved to the window. These are entered, countersigned and defended at audit. Ward-hands call them the reason the door has a person sitting beside it.

The purchased favour costs whatever the ward runs short of that week: clean linen, salt, fuel chits, a twist of morphine signed out under a sleeping colleague's name. A merchant's daughter waits out her quarantine in a clean-zone room. A garrison officer's household skips its observation days. Usually the favour harms nobody but the next family in line, who lose the bed, the hour and the right to resent it.

The counterfeit permission does not come from the Master at all. Brass seal rings melted down from scrap, recovery slips backdated in a borrowed hand and clean papers sold by the dozen all pass through the vestibule disguised as the office. A Master who misses them is careless. A Master who notices them and takes a share has gone into business.

The dangerous clearance is the one the ledger cannot undo. Someone who is still infectious walks across a whitewash line on a valid stamp. In a week the next street wakes coughing, and the cordon goes out to meet it.

#On the Present Service

This survey describes the service as of A.S. 201.

Audit pressure has never been heavier. Records examiners go through exemption slips one by one. They match narcotics counts to signatures, death records to cot numbers and shift authorities to the hands that actually held the stamp. An exemption that no one can account for is a theft of ward safety, and the surrounding professions keep the familiar punishments for it: penance, reassignment to front-line infirmaries along the Sagittal Line, immurement for falsification serious enough to threaten audit, and erasure when the scandal has a name. The Bureau of Purity takes an interest whenever a passage looks like it was bought by the wrong sort of patron.

Shortages make all of it worse. There are too few cots, too little linen, too little lime and never enough honest countersignatures. Each scarcity raises the price of the door.

Marrowgate still feels the clean paper plague of A.S. 199. Forged health certifications were found throughout the corridor, and people declared cleared went on to die in the clean streets. Inspections were tightened afterward. Releases slowed. Grey wards filled. Some families now wait longer for a legitimate stamp than they would once have waited for a bought one, so the bought ones have become more expensive and come with fancier seals.

The Quarantine Master signs, or does not. The next family moves up to the bench.
