#On the Arrival of the Scent

In A.S. 117, before the Great Retreat placed charges beneath the bridges of Budapest, before Pest became the Abandoned Bank, before clerks learned to write Vacated with the delicate pressure reserved for profitable blasphemy, the Shattered Courts of Lust breathed westward from Belgrade and the city inhaled.

The event lasted eleven days. The scent remained for months.

The Bureau of Doctrine named it a localised atmospheric event, because the Bureau owns many cupboards and keeps its cowardices labelled. The Bureau of Purity sent air assessors with vinegar cloths, ash-salt plugs, iron mirrors, waxed sample tubes, and the grave expressions of men about to discover that weather can commit adultery. The Bureau of War sealed the eastern quays. The Bureau of Records opened a temporary annotation column titled olfactory irregularity, then closed it after six hours when the entries began naming spouses.

The fog reached both banks. This is the sentence the Bureau most dislikes, since every later explanation of Pest depends upon pretending that the east was already suspect, already failing, already half-lost. It was not. In A.S. 117 the eastern bank still held its market halls, worker flats, tram depots, schoolrooms, glass-front shops, parish kitchens, warehouse offices, and all the vulgar dear clutter by which a city proves itself alive.

Then every room smelled of a beloved lie.

#On the Eleven Days

The first reports came from the market quarter at dawn: rosewater in fish stalls, ambergris in flour sacks, lavender in the cattle pens, hot iron in chapels, summer oranges in hospital sheets, a dead mother's hair in a clerk's inkpot. By noon, men had begun calling strangers by household names. By Vespers, three marriages were annulled, six were contracted without license, one priest attempted to absolve his own reflection, and a tram conductor refused to move because every passenger, to his recollection, had once betrayed him.

The Mirror and Perfume Arts alter association. They do not seize the body like a Wrath-hook or rot it like a Glutton's pustule. They persuade memory to revise its index. A face is filed under safety. A warning is filed under desire. A command is filed under insult. A locked door is filed under invitation. The victim retains will, which is precisely why the Bureau punishes him afterward. Mercy has always been weakest where paperwork is strongest.

On the third day, mirrors were ordered covered. On the fourth, polished spoons were seized from parish kitchens. On the fifth, officers were instructed to shave by touch. On the sixth, the western bank reported a fall in street violence, which some idiot in Settlement briefly celebrated before a Mercy surgeon explained that the wounded had simply stopped reporting pain. On the seventh, two companies posted at the eastern quay began singing lullabies in languages neither company spoke.

On the eighth day, schoolchildren in Pest refused to cross home at dismissal because their classrooms smelled safer than their mothers. On the ninth, Mothers of Plenty volunteers found entire households seated at dinner with extra places set for guests who had not arrived and whose names left stains on paper. On the tenth, church bells along the eastern bank rang without hands.

On the eleventh day the fog lifted. The scent did not.

#On the Official Treatment

Doctrine's first public notice blamed swamp vapour from the lower Danube. This notice lasted one afternoon. Citizens of Budapest are many things — stubborn, overcaffeinated, scornful of northern vowel discipline — but they are not fools, and even fools can distinguish marsh gas from the smell of the woman they failed to marry twenty years before.

The second notice blamed enemy agents. The third blamed contaminated perfume stock imported through the southern corridor. The fourth, blessed with sufficient vagueness to survive, blamed a localised atmospheric event and forbade speculation. Speculation, being one of the few commodities the Bureau has never managed to ration, flourished at once.

Purity's sealed air report ran three years. Assessors scraped curtains, boiled bed linens, sealed nursery toys, shaved the inner surfaces of wardrobes, and collected breath from condemned volunteers. The final report was lodged under triple seal in A.S. 120, the same year Pest's evacuation was declared complete. This coincidence is a hinge with wax over it.

#On Pest Afterward

The fogs hit both banks. Only one bank was later classified Vacated.

The official evacuation account cites Velmora's forward agents, Morwen's southern influence, bridge vulnerability, garrison economy, and the terrible arithmetic of holding commercial districts under hostile pressure. All of these explanations possess evidence. Evidence is generous that way; it serves many masters if cut thin enough.

The suppressed account begins with houses that were not empty after their residents crossed west. It continues with silhouettes at windows of apartments whose families had been processed by the Mothers of Plenty, with market bells ringing under sealed roofs, with dinner smoke rising from kitchens without fuel, with names appearing in condensation on western-facing glass. The rumor has been killed four times. It returns with better details.

When the bridge demolitions began in A.S. 118, many western officers believed Pest had already become untenable. By A.S. 120, when evacuation was declared complete, sixty to ninety thousand residents remained unaccounted for in the Great Ledger. Status: administrative review. A dead citizen is inconvenient. A living citizen trapped across the river is a scandal. Administrative review is the mercy by which both corpse and scandal are denied burial.

Hofer would later state that the eastern bank is empty because the Bureau has confirmed it annually. The confirmation requires a patrol boat, a reliquary lamp, and a Litany-Engineer. I record this without further ornament. Some facts arrive already wearing their own noose.

#On the Present Classification

As of A.S. 201, the Budapest Perfume Fog remains publicly filed as an air incident and privately treated as the first cut in Pest's severance. It precedes the Great Retreat by one year, the evacuation declaration by three, and the final bridge demolitions by five. Every later decision stands upon its sealed scent: easier to justify, harder to inspect.

The surviving countermeasure cards advise vinegar cloth, iron mirrors, immediate confession, scented-item surrender, supervised ventilation, and submission of all persons suddenly remembered with tenderness. The last requirement caused more panic than the first five combined. People will hand over contraband, heirlooms, knives, books, and daughters before they hand over tenderness to a clerk.
