#On the Landlords of the Empty Bowl
The Hunger Brokers are the tyrant faction of the Grain Keeper trade: cellar lords, ration usurers, pantry magistrates, and the only men in Europe who can make a loaf look like a chain. They use grain for recruitment, blackmail, obedience, bed-rights, debt, silence, and that most profitable of sacraments, delay. A Mercy Keeper gives bread and ruins herself. A Quota Man gives bread and preserves the ward. A Hunger Broker gives bread and takes the ward home in his pocket.
They were born wherever official hunger met private nerve. The A.S. 104 ration reforms (Unregistered) made hunger legible. Old Klem made condemned sacks recoverable. The Quota Men made scarcity boring. The Hunger Brokers discovered the next clause in the Ledger's black grammar: a man who controls tomorrow's bread controls tonight's conscience.
#On the Price of Bread
A Hunger Broker has passed beyond hoarding grain. Any sack-thick fool can hoard. The Broker prices time. A loaf before curfew costs a wedding ring. A sack before winter costs a son. A route past a levy clerk costs three months of silence, renewable. Barley water for a fever house costs the names of the men who meet in its back room. Good flour for a nursing mother costs her brother's service as a Cache Runner (Unregistered). A child's ration chit, advanced against spring that may never come, costs whatever the Broker decides the child will owe when grown.
This is called famine interest. It compounds beautifully because the debtor keeps eating.
Their books are filthy in the moral sense and elegant in the practical one. Names sit beside weights, but the weights are rarely grain alone: one measure rye, two measures fuel, one girl carried past inspection, one patrol warned away, one sermon interrupted, one false testimony, one silence at a tribunal. The Broker's ledger treats hunger as currency and shame as collateral. It is, I regret to report, a strong accounting system.
Earlier Purity circulars described Hunger Brokers as “black-market bread vendors with coercive tendencies.”
Corrected. The phrase flatters the bread and insults the coercion. Hunger Brokers operate as unlawful ward governments, maintaining debt rolls, patrol arrangements, recruitment lists, cache claims, and punitive denial schedules under grain custody.
#On Their Recruits and Pets
Hunger Brokers recruit from need before they recruit from malice. The first recruit is often a Sack-Hand whose sister has fever. The second is a patrolman with six children and poor pay. The third is a widow who knows which back stairs stay unlatched after Vespers. Then come bakers, carters, chapel doormen, queue captains, and those small smiling boys who can pass through three barricades because every guard assumes someone else owns them.
The Broker feeds each according to utility. Hungry muscle receives dark bread and orders. Useful clerks receive white flour and secrecy. Informants receive soup. Failed informants receive public generosity, which is worse; the ward sees the bowl and knows the mouth is owned.

Shadows monitors them with hungry courtesy. The Black Ledger recruits from them because a Hunger Broker already understands the sacred assassination of choice. Give a man three impossible hungers, then sell him the least ugly meal. He will thank you while signing.
#On Saint Agnes Profaned
Hunger Brokers invoke Saint Silo-Agnes rarely and falsely. They dislike saints who gave away grain without interest. When they use her name, they do so as perfume over rot: Agnes bread for a daughter's service; Agnes mercy for a family's debt; Agnes allotment for a ward that must attend a meeting in a cellar and applaud at the proper places. Even hypocrisy has sumptuary laws. The Broker violates them with crumbs in his beard.
Mercy Keepers hate them with clean fury. Quota Men hate them with professional embarrassment. Both hatreds are justified and insufficient. The Broker thrives precisely because mercy and quota leave gaps: the family too compromised for charity, the debtor too useful to deny, the patrol too hungry to bribe once, the winter too long for tidy reserve discipline. He enters where virtue lacks stock and prudence lacks appetite.
#On Punishment, Toleration, and Use
The Synod condemns Hunger Brokers as spiritual saboteurs, private tyrants, ration violators, and corrupters of holy scarcity. This is accurate. It also condemns them as anomalies. That is nonsense with a wax seal. The ration system produces Brokers as surely as damp produces mould. Scarcity plus authority equals trade. Scarcity plus secrecy equals extortion. Scarcity plus a cellar key equals government.
Purity prefers public seizures: bins overturned, debt books nailed to chapel doors, one Broker dragged out beneath the white sleeves while the ward watches with the blank faces of people calculating whether his successor will be worse. Tithes prefers absorption: convert the Broker's routes into licensed distribution, fine the dead, tax the living, call the resulting thing stability. Shadows prefers conversation before execution. Shadows has excellent manners and terrible rooms.
Bureau assessment A.S. 199: “Removal of Hunger Broker networks restores lawful ration dependence.”
Corrected in restricted circulation. Removal without immediate replacement transfers dependence to bread gangs, patrol sergeants, levy recruiters, or rival Brokers. Lawful ration dependence is restored only where lawful rations exist in sufficient quantity. This sentence is not approved for sermons.
By A.S. 201 the Hunger Brokers remain strongest in Zone 2 ration districts, Rhine ward granaries, forward family depots behind the Sagittal Line, and every city where official queues have learned to stand quietly because the real ration is negotiated elsewhere. Strasbourg despises them. Strasbourg understands them. The distinction can be filed in a small drawer and forgotten.
